Two charged with failing to follow sex offender registry regulations

Bobby Ray Smith and Warren Edward Sipes were each charged with failure to register as a sex offender.

Nitzu said that Sipes, of Mooresville, was sent a registered letter for his address verification and failed to return that letter as required. Registered sex offenders receive the letter twice a year and are required to return it within 10 days confirming their address.

Sipes was arrested at his home, and jailed in lieu of a $25,000 bond.

Smith moved from Catawba County to Iredell, and provided the sheriff of Catawba County with a written change of address, but failed to follow up with Iredell as required by state law.

Smith was arrested for failure to register as a sex offender and placed in the Iredell County Jail in lieu of a $10,000 bond and told he needed to register here, Nitzu said.

He was released on bond on July 25, and did not come into the sheriff's office to register, Nitzu said.

He was then again charged with failure to register, and his both was set at $500.
