Poppelmann Plastics U.S.A. Inc. will grow with its second phase on its site in Claremont.

The company is considering a 60,000-square-foot building to join the first construction at its site. The cost is estimated to be between $5 million and $8 million.

In order to help the company with its expansion, the Catawba County Board of Commissioners approved an incentive agreement based on 67 percent of the expected tax base increase in a five-year period, with a maximum total grant of more than $28,000 per year.

The agreement comes with stipulations of all employees of the plant will have a high school diploma at the minimum and any future joint projects will entail a number of jobs paying more than the average wage in the county.

The new project also comes with the possibility of an apprenticeship program that would bring in the cooperation of Catawba Valley Community College.

Councilmember Lynn Lail said that factor was the selling point with her.

"I like the idea of the education component," she said.

In other action, the board agreed to extend its commitment to the Protect the Catawba Coalition by two years, promising to uphold its $50,000 per year commitment through Fiscal Year 2013.

The extension was requested of all participating municipalities in the coalition to fund the appeal of the Interbasin Transfer Law of 2007 and any lobbying expenses connected to the appeal.
